OVERVIEW The Victory Cup Football Tournament is an invitational tournament in nature. Youth football teams from schools/clubs have been selected by the Springs Classics organising committee to participate in this football competition. General aspects of the tournament are based, for the most part, on the provisions of the regulations of the International Football Federation (FIFA). Given the age of the participants, the principle of FAIR PLAY must be demonstrated and modelled by everyone involved. AGE OF PARTICIPANTS U7 All participating players must be 7 years old or younger (Born 2016 or after). Players who become 8 years old in the year of the competition (2023) will not be eligible to participate. It is the responsibility of the delegates/coaches of each team to ensure that their team complies with this rule. U8 All participating players must be 8 years old or younger (Born 2015 or after). Players who become 9years old in the year of the competition (2023) will not be eligible to participate. It is the responsibility of the delegates/coaches of each team to ensure that their team complies with this rule. U9 All participating players must be 9 years old or younger (Born 2014 or after). Players who become 10 years old in the year of the competition (2023) will not be eligible to participate. It is the responsibility of the delegates/coaches of each team to ensure that their team complies with this rule. U10 All participating players must be 10 years old or younger (Born 2013 or after). Players who become 11 years old in the year of the competition (2023) will not be eligible to participate. It is the responsibility of the delegates/coaches of each team to ensure that their team complies with this rule. U11 All participating players must be 11 years old or younger (Born 2012 or after). Players who become 12 years old in the year of the competition (2023) will not be eligible to participate. It is the responsibility of the delegates/coaches of each team to ensure that their team complies with this rule. U12 All participating players must be 12 years old or younger (Born 2011 or after). Players who become 13 years old in the year of the competition (2023) will not be eligible to participate. It is the responsibility of the delegates/coaches of each team to ensure that their team complies with this rule. U14 All participating players must be 14 years old or younger (Born 2009 or after). Players who become 15 years old in the year of the competition (2023) will not be eligible to participate. It is the responsibility of the delegates/coaches of each team to ensure that their team complies with this rule. U16 All participating players must be 15 years old or younger (Born 2007 or after). Players who become 17 years old in the year of the competition (2023) will not be eligible to participate. It is the responsibility of the delegates/coaches of each team to ensure that their team complies with this rule. U 7 Tournament This is a 5 vs 5 Tournament. Field dimension is 35 x 30 scrimmage goals will be used in this tournament (Goalkeepers are allowed to use their hands) DURATION OF GAME  30 minutes will be allotted to each game.  There will be 2 halves, each being 12 minutes in duration.  No offside rule  No foul throw There will be a 3 -minute half time break. Players will not be allowed on field of play without shin guards. U8 Tournament This is a 6 vs 6 Tournament. Field dimension is 40 x 30m hockey goals will be used in this tournament (Goalkeepers are allowed to use their hands) DURATION OF GAME  30 minutes will be allotted to each game.  There will be 2 halves, each being 15 minutes in duration.  No offside rule  No foul throw There will be a 3-minute half time break Players will not be allowed on field of play without shin guards U9 Tournament This is a 7 vs 7 Tournament. Field dimension is 50 x 40 hockey goals will be used in this tournament (Goalkeepers are allowed to use their hands) DURATION OF GAME  40 minutes will be allotted to each game.  There will be 2 halves, each being 20 minutes in duration.  No offside rule (unless player is in the box on receiving the ball)  No foul throw There will be a 3-minute half time break Players will not be allowed on field of play without shin guards. U10 Tournament This is a 7 vs 7 Tournament Field dimension is 50m x 40m Prep School goals will be used in this tournament (Goalkeepers are allowed to use their hands) DURATION OF GAME  40 minutes will be allotted to each game.  There will be 2 halves, each being 20 minutes in duration.  Offside will be enforced  Foul throw enforced There will be a 3-minute half time break Players will not be allowed on field of play without shin guards. U11 Tournament This is a 9 vs.9 Tournament. Field dimension is 70m x 50m.Prep School goals will be used in this tournament (Goalkeepers are allowed to use their hands) DURATION OF GAME  40 minutes will be allotted to each game.  There will be 2 halves, each being 20 minutes in duration.  Offside will be enforced  Foul throw will be enforced There will be a 5-minute half time break Players will not be allowed on field of play without shin guards. U12 Tournament This is a 9 vs.9 Tournament. Field dimension is 70m x 50m.Prep School goals will be used in this tournament (Goalkeepers are allowed to use their hands) DURATION OF GAME  40 minutes will be allotted to each game.  There will be 2 halves, each being 20 minutes in duration.  Offside will be enforced  Foul throw will be enforced There will be a 5-minute half time break Players will not be allowed on field of play without shin guards. U14 Tournament This is a 11 vs.11 Tournament. Field dimension is 90m x 60m. Regulation size goals will be used in this tournament (Goalkeepers are allowed to use their hands) DURATION OF GAME  40 minutes will be allotted to each game.  There will be 2 halves, each being 20 minutes in duration.  Offside will be enforced  Foul throw will be enforced There will be a 5-minute half time break Players will not be allowed on field of play without shin guards. U16 Tournament This is a 11 vs.11 Tournament. Regulation size field DURATION OF GAME  40 minutes will be allotted to each game.  There will be 2 halves, each being 20 minutes in duration.  Offside will be enforced  Foul throw will be enforced There will be a 5-minute half time break Players will not be allowed on field of play without shin guards. POINTS SYSTEM Teams will be awarded 3 points for a win, 1 point for a draw/tie and no points for a loss. Top teams from each zone will advance to the finals. KNOCKOUT STAGE To qualify for the finals stage, it is possible that two teams may be tied on points. If this is so, standard FIFA rules will apply. If games are tied in knockout stage, we will proceed immediately to penalties. There will be 3 penalty kicks per team except for 11 v11, for 11 v 11 we will have 5 penalty kicks. If score is still tied, we will proceed to “sudden death” penalty kicks. Team OBLIGATIONS 1. The teams must be at the venue at least 30 minutes before the appointed match time. 2. Players MUST be dressed appropriately (shirt, shorts, shin pads, socks and shoes). 3. For a game to be considered official, each team must submit a minimum of 5 properly uniformed players. 4. The teams have unlimited substitutions and players are free to re-enter the game after being substituted. 5. If a team arrives late, they are deemed to have forfeited the match and their opponents are credited with 3 goals (3-0). 6. If a team does not report to the pitch for play, their opponents get 3 points and 3 goals (3-0). OBLIGATIONS OF COACHES/DELEGATES 1. Be 18 years of age or older. 2. Comply with and enforce the rules of the tournament. 3. Show absolute respect for the referee and the organization 4. Should not be associated with any of the events related to the tournament while intoxicated or under the influence of illegal drugs. 5. Should ensure that the team takes care of the venue (no damage done to the property). The school/Club will be held liable for any damage done to the facilities. 6. Should ensure the health of the players and comply with the decisions of the medical staff retained by the organization 7. Avoid violence and misconduct. NOTE: The following are considered to be misdemeanors: 1. Physical assault of the referee 2. Invasion of the field by parents or school representatives 3. Verbal assault directed at the referee, opponents or organizers Misconduct or criminal activity on the part of the participating schools, their students and their guardians. NOTE: Failure to adhere to the following rules will result in automatic dismissal of your team from this tournament. The team will also be subject to an evaluation before being considered for participation in any future tournaments.
